New PGWP Changes in Canada applicable from 1 November 2024

Canada’s Post-Graduation Work Permit Program (PGWP) has been a vital pathway for international students looking to gain work experience after completing their studies in Canada. With several changes in 2024, it's essential for current and prospective students to understand how these adjustments impact their plans to study, work, and potentially immigrate to Canada.


These new requirements are designed to streamline the process and ensure that only students with specific qualifications can benefit from this work permit.

What hasn't changes

  • To be eligible for a Post-Graduation Work Permit (PGWP), you must continue to meet both the general and physical location eligibility requirements, even after November 1, 2024. Additionally, you must complete a study program at a PGWP-eligible Designated Learning Institution (DLI).

  • If you submit your PGWP application before November 1, 2024, you only need to meet the current eligibility criteria.

  • Graduates from PGWP-eligible flight schools will also follow the current requirements, regardless of the application date, including after November 1, 2024. This means that the new eligibility rules introduced after this date will not apply to you.


New Eligibility Requirement


Language Requirement

Starting November 1, 2024, Canada is introducing new language proficiency requirements for international students applying for the Post-Graduation Work Permit (PGWP).

  1. University Graduates with a Bachelor's, Master's or Doctoral Degree will now need to achieve a Canadian Language Benchmark (CLB) 7 in either English or French to qualify for the PGWP.

  2. Other university program graduates, such as those from undergraduate diploma or certificate programs, will also be required to meet the CLB 7 standard.

  3. College Graduates graduates from college programs will need a minimum language proficiency of CLB 5 in English or French to be eligible for the PGWP.


Proof of Language ability

You must demonstrate your skill in each of the following abilities:

  • reading

  • writing

  • listening

  • speaking

Your test results must be less than 2 years old when you submit your application. We accept language test results from these tests:

  • CELPIP (Canadian English Language Proficiency Index Program) General

  • IELTS (International English Language Testing System) General

  • PTE Core (Pearson Test of English)


Field of Study

If your study program has a field of study requirement, you must graduate from a program linked to certain occupations in long-term shortage. The fields of study are divided into 5 broad categories:

  • Agriculture and Agri-Food

  • Healthcare

  • Science, Technology, Engineering and Mathematics (STEM)

  • Trade

  • Transport



The upcoming changes to Canada’s post-graduation work permit program, effective November 1, 2024, will significantly impact international students aiming to work in Canada post-graduation.
